Note that there's a HUGE jump between low sec and 0.0, but almost no jump betweeen empire and low sec. We need jaspet and similar ores boosted by at least 2x... maybe put a bit of zydrine in them?
Your calculations overstate the difference greatly.
First of all, any mining ship can mine veld. Frigs, cruisers and BS's. Mining ark is a diifferent matter. The NPC's blow up BS's inside of a minute, so you can guess what they do to cruisers.
Secondly. There is no crockite one jump from empire space in a system with a station. If there was, It would be long gone by now. If it's not gone, it's probably the riskiest place to be in Eve.
Thirdly,
You do not factor in the fact that for example that 27 million an hour does NOT include the cost of having two Battleships or more defending the belt. Of having mutliple haulers required because of the distance to the nearest station. Of requiring additonal fighters in the area to make those jumps safe for your hauler. And finally, you dotn factor in that alliances losse ships by the dozens every week. They dont get to make a profit off that Arkonor, they get to use it to replace ships and mods they need to secure the alliance space.
In the end, alliances offer mor differentiated occupations, but at a geater risk, and requiring greater activity and organisation.
I agree they do have a substantial edge (not as you picture it by a long shot but still), but they earned it.
